Some democrats, like lyndon johnson, also saw this as an opportun to expand government support for higher education. They thought, we finally have a political opening here to pass an education bill that we haven't been able to do for years. And 11 months after the first spot, congress passed the national defense education act. But exactly what the democrats wanted. At the very last minute, over this long term fear that americans would get a free ride, which so many legislators thought was unamerican, they changed a small grant programme for undergraduates to the first programme.
