Cleveland is regarded as a significant figure in the 1920s. He never wrote a memoir and he didn't take care of his papers, says David Frum. Cleveland thought of himself as an executive as a sort of ombudsman who was there to make sure that everything ran correctly but did not think it was incumbent upon him to reimagine America.
