The Magistrates, the Judges, the Petty Sessions
The chairman of the magistrate's had no legal training at all in 1851. He sent her to the house of correction and warned that if she ever appeared again, he would have her transported to Australia. In those days, people charged with repeat offenses or serious offenses were put on board old ships moored in the River Thames. They were called the Hulk's and the Hulk's were ships that hadn't exactly sunk, but weren't any good anymore. And they were used as prison ships.
