Schiller says necessity is master and bends a degraded humanity beneath its tournes yoke. Utility is the great idol of the age to which all powers must do service, he writes. Schiller's basically saying the over indexing towards reason has created this. He uses the term business later on, but it's essentially a market economy or a commercial kind of structure to the state where if you're the watchmaker we need you to make watches.
