Is There a Secret Lever Set to Work?

Dillen: It's difficult to craft any kind of policy that will really make a difference around this. Northern european countries obviously give a lot more aid, much more for welfare state. They do have somewhat higher fertility rates, but they're still below replacement level. These tions tend to be very expensive per child. And so if i'm a government, i don't want to change this. I don't know what lever is to really push very easurly.
