Serge vitt was appointed head of the state railway department inside the ministry of finance in 18 89. Witt accepted the job on the condition that he would have hiring and firing power, specifically to hire people with good political connections or fancy pedigrees. As he took up his new office, witt published another paper called national savings and friedrich liszt which outlined a new plan partly influenced by the german economist Friedrich Liszt.
