What Is Dark Matter?

A typical galaxy is enveloped in a massive dark matter, which is actually about 90% of the galaxies mass. It makes galaxies rotated in a certain way, which is counter to what they would rotate like if it was only the visible matter. Most likely hypothesis is cold dark matter made up of purely gravitating particles. So could it be primordial black holes?
