The developed countries are the primary emitters of greenhouse gases, and so they have done most of the pluting. On the other side, you have developing countries, china and india being the main ones. They'r in a position where they're just starting to industrialize in a serious way. The agreement didn't spell out what is even meant by a responsibility. Capabilities is a little more understood.
