California's History of Slavery
In 1850, California passed a law called the Act for the Government and Protection of Indians. It allowed white people to arrest any adult Indian found loitering or strolling about. Any Native person arrested could then be leased to the highest bidder without compensation. President Millard Fillmore sent two negotiators west to sign treaties with indigenous groups in California.
