If you rely only on your senior developers, and nobody else has trained up to be able to work with them, then you end up with single points of failure across your stack. So actually, earlier on, it is commercial necessity to have at least a couple of people working on any given thing. And if the second person isn't as strong as the first, they've still got to be engaged.
