I think cost benefit analysis is an invaluable tool for thinking through how to select stringency of standards. Without it, it's very difficult even to know where you start in a regulatory process. I worry about that not because I'm a fan of regulation and the abstract but because I think we can save lives if we do that. And moving us forward is going to work when it comes to some of the biggest challenges of the 21st century will require government to be pretty nimble and pretty involved.
