Is There a Path That Creates Discrimination?
In new england, private companies own all of the power plants. They make money by selling power in these blind auctions on a daily basis. All that power has to go through power lines which are built and maintained by your local electric utility. So they build whatever new transmission lines are determined to be necessary by something called an independent system operator. And in a very non market based way, they get paid back for whatever they spend, and the cost gets split by everyone in the whole region. In fact, there might actually be incentives in this system for companies to build more expensive projects, because then they get paid more.
