In the fifth century BC, you have this radical democracy of Athens. And then when you get to Rome, which I think under your system would be called early democracy,. It's has a lot of oligarchic and even some monarchic flavors to it. But then as exactly as you're referring to, you see this transformation of something becoming inherently less democratic as you operate at larger scale.
