Are Democrats and Republicans Increasing Turnout?

Democracy and republicans seem to oversee elections with very similar levels of turnt. We don't see a lot of evidence that democrats and republicans are choosing dramatically different policies on average. And as you point out earlier, it doesn't look like these effects are confined to one period or another.
