The Power of the Periphery
If you're a sovereign who's trying to secure power, you need to collapse competing spheres of authority. The best way to do that is kind of with a new underclass, a new population. We see this all the way Roman emperors do this. They want to get rid of the middle aristocracy. And so what do they do? They bring in, they offer rights and benefits to another population.
