Sultan Al-Jabr has been announced as the new president of COP. He becomes a kind of litmus test for how seriously you take a country like UAE in its trajectory towards net zero. Critics fear that he's essentially bringing the oil business inside of a process meant to limit how much burning of fossil fuels we'll be doing in the future. The budget for COP 28 comes from the UAE government and, quote, strict rules of governance ensure separation from state oil company.
