Goal setting is new to almost every engineering org that I meet. Once the goal is set, everybody knows it matters. And that means a CTO and at the top level need to say it matters. No one likes a slow velocity. CI tends to be a very slow process. The PR review tends to be an extremely slow process. Then there's the actual release to production itself like in the system of chain.
