Is Nancy Pelosi a Perfect Example?
I think that certainly voters want to re-elect someone they absolutely should be able to. But in practice, those who are not doing a great job are also able to avoid having opposition because it is so tough to challenge a city incumbent. If you're running unopposed, people would have to conclude that your constituency is rock solid. I just don't see how this gets operationalized without a fair amount of this problem wrapped up in it.
