Is Nothing Fundamental in Every Context?
I think often it is the process, so I think that at least in the usual case, if it's a verdict like guilty. In different contexts, different things can be fundamental in the order of explanation. But even something that's an output of a process, we're prepared to count it as biased. Lots of different things are genuinely biased and moreover, no one of them is fundamental in every context.
