The Virginia Declaration of Independence
In 1774, the first continental Congress adopts a declaration and resolves of that first continental Congress. Across the 13 colonies, there are efforts to compose declarations. And then in 1776 itself, George Mason composes the Virginia declaration of rights. That really is less than a month before the Continental Congress adopts the document that Thomas Jefferson composes.
