When you run at the disc at full speed regardless of whether you catch a disc or not you get a beat and so people are encouraged to do that. If I had done it wrongly I would say the tag point is to catch the disc and then after that try to get people to speed up. So doing everything you can to create this forward motion environment including positive reinforcement is really important, hence yeah you never want to do the negative stuff. You don't actually teach anything by punishing behavior because it tells someone what not to do but puts them in a defensive state of mind which means they won't learn new things.
