Is Haskell a Pure Functional Programming Language?

There is one function that you can use to perform arbitrary side effects in Haskell and it's called unsafe perform IO. But there's another one that's even more extreme, which is called a cursed unutterable perform IO. I actually don't know anyone who's actually tried to use that.
