Optimates or Merchant Class?

Optimates is your merchant class. Your rich middle class. So the class distinction goes ultimate at the bottom then armager then exultant. But and then there are commoners below the optimum. Armagers are only above optimates due to the military being a branch of the government, right? Optimates can be much wealthier for sure.
