Is This a Scam?

This is a scam based on a legitimate service, but think of all the people who got ripped off and bit coined scams on the dark web. Intelligence agencies at some level have a very high likely hood of being able to learn more about big coin transactions than is being revealed to the public. But will they do that? I don't know, because that would mean that they are showing their hand and might lose some of their opportunities for future covert actions.
