The Five Conditions of an Illegitimate Target
Theoretically every uniform number of an army is illegitimate. Even a military lawyer or is it while you may have no military value whatsoever he's still a legitimate target. We were unclear what the answer is for these type of territory. So we drew some circles and said well look at the core group. The commander and the actual fighter themselves although we could make an argument for second number three. But to play it safe let's only go after the first two core group.
