The Defense Digital Service is trying to help the federal government find a way to outsource or build its own software. USDS was founded in 1995, but bug bounties were not put into place until 2016. The agency has been working on ways to move more of its work to the cloud and beyond.
Matt Cutts is the Administrator of the US Digital Service and previously he was the head of the webspam team at Google.
