The Politics of Technology in Western Democracies
I think, yeah, it's certainly the case that with the states and institutions seem quite sclerosis at the moment. We've been going through a patch a few decades in Western democracies where there's been a rough consensus about how to manage technology. And I guess some people would say, okay, let technology liberate us. But then the problem is that even if technology, because humans do, above all else, need to survive in order to have these other needs, technological change is still only possible when it's politically managed in some way.
