Is Facebook a Public Utility?

Some reporters who cover facebook describe how mark zokeberg doesn't just view facebook as a business venture or social media company. He sees it almost as a public utility, and any decision that contributes to ole using facebook glass is bad for the world. If the company takes that position, then shouldn't it be subject to government regulation and oversight, just like any other utility? I think the utility comparison is an interesting one, you know. But i certainly don't think it's an unhealthy discussion for people who aren't me to be having such in your ing.
