The Impact of Regulation on the Pace of Progress
I think basically there's a lot of different factors that influence the pace of progress overall. Most policies that you could do that have some impact in the pace ofprogress have, you know, some sort of trade off or other issues involved with them. The motivation is something that that tends to slow progress ideally regulation that is actually usefully targeted at reducing safety risks and encouraging people to reduce good practices.
