In other countries where tipping isn't customary, waiters and waitresses oftentimes don't care. You're not going to give extra money out of your pocket to someone who's rude to you. So they have to build rapport. And this is not, I'm not saying this is manipulation, but they know that if they come and they do the we as part of the team, they use the word care for you. They smile, they treat you nice. It makes it really homey. That's a huge part of social engineering and the service field for sure.
