Is This a Prophecy?

In verse 13, solomon says: i have built you an exalted house, a place for you to dwell in. He then calls upon every one to stretch out their hands toward this house and when they do, ask god to hear in heaven your dwelling place. So we're talking about gentiles being at the centre of the life of the israelite people who would just be focused upon the temple. Then he goes on to describe heaven as the dwelling place of god - which is it? Is it heaven or God's temple?
