Cloacher - Is There a Way to End Debate?
Before the early twentieth century, the senate did not have a way to cut off debate. The clocher rule came into being after an audting of the senate's rule book in the early 18 hundreds. An inn in the current senate, invoking clocher requires getting three fifths of the senate, or 60 votes.
