Sashamacla: Is there danger in being so flexible? This is the way american democracy works. Federal government gives some some guide lines and money to states, and states, or the laboratories where they get to implement these things. But this really does require federal leadership. And one of the things that i think is really notable about this interstructure bill, and about the general political environment in washington right now, is that it's a profound step forward.
