I think what also matters is that you don't get the institutions for various reasons that should oppose this. I mean, when the Nazis were rising to power in Germany, too often the state bureaucracies, the military, the judiciary who should have opposed them, let them get away with it. And a lot of large numbers of bureaucrats felt that what they wanted was something that was efficient. That's apart from Madam Mao. No woman of any distinction has got to the top in China.
