Mississippi had been requiring colleges to teach the science for more than a decade. But prospective teachers weren't learning it, so state legislature decided to do something else. It started requiring teacher candidates to pass a test on the reading science. If you don't pass the foundations of reading tests, you don't get licensed to teach elementary school in Mississippi.
