John Defterios: Most judgment is that they're not going to be positive. In the case of the ucasan train example, you could be building roads or fuel connections, and they might provide bigger benefits to the poor southeast of the country. So it's also about the opportunity cost. And the same with jobs. The government says these are creating ex number of jobs. It might create jobs, but many will be temporary ones.
