The Chinese government has to have strict ethical and moral rules around genetic engineering. It's impossible to do this without doing it in a lab that other people are accessing, that others are in,. He wouldn't have been trained to do that. As a researcher, he may have been able to do the genetic manipulations with CRISPR, but he definitely wasn't performing IVF.
