i view all these attempts as prototypes for a much more ambitious thing that can be built, and probably needs to be eresourced ind built at a large scale. If you build these institutions nationally, it creates a massid incentive for international coordination. And one of the problems i see in a i is or mechanisms for coordinating amomg bofh, technical actors and policy actors are really poor. So how do we build that? Whell i think you publish a proposal like this of many trime builders at the national level. All you need is two countries to do it, and then you start doing coordination naturally.
