After 45, he becomes this political embodiment of the anti-communist cause. He's using that bureaucracy in many ways to enforce important elements of his own worldview. And I think the key, which is in contrast to what comes later, is that it makes him incredibly popular. It's not because people didn't know his priorities or even know some of his methods. But they did know them and they supported them.
