The Politics of Public Possession of Drugs

In 2020 voters in Oregon decriminalized small amounts of any type of drug. With that low level decriminalization, they've helped tens of thousands of people from what I understand. But it is one of these situations where they haven't figured out a way to actually deliver these services properly. So the actual problem they were trying to solve, did it solve it in Oregon? I'm not quite sure.
