The democratic world of European citizens has almost no impact because European policies and questions are uncovered from the politics in the national arenas. This self-immunization of Brussels vis-a-vis the national public series is a consequence of the interplay between institutions which are either free from any legitimation pressure or whose decisions are more sufficiently legitimate. National elections alone cannot authorize representatives of different governments to participate in a decision making that has an impact on other nations, he says.
