Public rights of way are linear roots er, you know, paths where the public has a right to pass and repass. We've got footpath which can be used by every one on foot,. bridle ways, plus horse riders and cyclists. And then we've got someoy called byways open to all traffic - but they don't often look like actual roads. I thought the landowner had full responsibility forh so the surface of a footpath, or a byway, or all those different designations that you've listed, is actually owned by the highway authority.
