The EPA is setting the first-ever nationwide standards to end the limitless dumping of carbon pollution from power plants. Congress passed the Clean Air Act decades ago, and that gave EPA authority to control air pollution. But a series of court rulings have basically said that the EPA can only regulate carbon dioxide emissions.

The EPA has just announced new rules for power plants to clean up their act. But to get to those lower limits, companies might have to switch to two largely untested technologies in the power sector: hydrogen production and carbon capture.
