How Does the 5,000 a Year Rising to 20,000 a Year Compare With the Syrian Scheme?

Numbers are broadly comparable with the Syrian refugee resettlement scheme, which aimed to resettle 20,000 in five years. We don't know exactly how the Afghan Citizens' Resettlement Scheme is going to be designed, but people tend to be working on the assumption that it's going to be modeled on the Syrian scheme and certainly the numbers that have been committed reflect that. There's been no rationale provided for that specific number, except to say that 5,000 a year is about what we can effectively manage.
