Eldridge cleaver fled to cuba after the martin luther king assassination. He arrived in cuba hoping to set up training camps for black guerillas. Castro decided it's not worth the trouble keeping him around, so he sends him to algiers. Cleaver eventually got official recognition as the head of the black panther's international section from the algerian government.
