Some theories of what the mechanisms for consciousness are would be able to explain that. Is there a way we can make that more concrete with an example? Like, is there some example that neuroscience has found where like we know that a human has taken in some something in their visual field, but they're not conscious of it? The example of blind sight is a particularly interesting one.
