Instagram had 19 of 20 million accounts that were fake, which is just insane. Instagram allows this because they've got KPI's: how many users are we adding? What's the growth that we have? There's no incentive to cut it down. If you create an incentive, people will abuse the incentive. The only way to do it is to attach identity. You can't use it multiple times to keep multiple accounts. But in all years, when you put up friction, sometimes, I guess, they are exactly what it would be. This applies to all social networks. There's no interest in solving this problem.
