The Technocracy of Democracy

I worry that technology is shifting the playing field to favor a kind of soft technocracy. It doesn't feel like it's a good direction for things to go in. And I do kind of worry about what effect that has on government. Like China to me is the perfect example of it doesn't seem to be becoming more of a democracy as it becomes richer.
