For every person behind bars, there are ten convicts or excons in general society. And our government collects almost no information on them. One in seven adult guys to day has a felony conviction in his background. There's probably more than one and seven for the prime age guys. We've had this explosion of crime followed by an explosion of punishment. Knowing the crime levels we're going down for a while. Now they're going back up again.
