Spain's Countercyclical Provisioning Policy
Spain is a fantastic example of what countries can do even within the framework of single currency. They're running surpluses on the order of 3% of GDP on the eve of the crisis. The government debt to GDP, I think, fell by something like 40% points during the boom years.
